No. 967 By The Speaker (Council Member Menin) and Council Member Zhuang ..Title A Local Law to amend the New York city charter, in relation to establishing a quadrennial regulatory review commission ..Body Be it enacted by the Council as follows: Section 1. The New York city charter is amended by adding a new chapter 2-b to read as follows: CHAPTER 2-B: QUADRENNIAL REGULATORY REVIEW COMMISSION § 53. Quadrennial regulatory review commission established. There shall be a commission to be known as the quadrennial regulatory review commission as provided in this chapter. § 54. Duties. The quadrennial regulatory review commission shall study the regulatory framework for businesses operating in New York city and issue recommendations for governmental process improvements, legislation and rulemaking to ease the ability to create, operate, and grow businesses in New York city. In issuing such recommendations, such commission shall review agency processes and policies related to permitting, licensing, inspections, and applications, and laws and rules establishing regulatory requirements, penalties, and fees, as well as any other city government policy or process the commission deems relevant to the creation, operation, and growth of businesses in New York city. Such commission shall review processes, laws and rules created, implemented, or enforced by the following agencies: 1. Department of consumer and worker protection; 2. Department of health and mental hygiene; 3. Department of buildings; 4. Department of environmental protection; 5. Fire department of New York; 6. Department of sanitation; 7. Department of transportation; and 8. Any other agency or office the commission deems relevant. § 55. Membership. a. The quadrennial regulatory review commission shall be composed of the following members: 1. A member of the public, representing the small business community, who shall serve as chair, and who shall be appointed jointly by the mayor and the speaker of the council; 2. The commissioner of consumer and worker protection or such commissioner’s designee; 3. The commissioner of health and mental hygiene or such commissioner’s designee; 4. The commissioner of buildings or such commissioner’s designee; 5. The commissioner of environmental protection or such commissioner’s designee; 6. The fire commissioner or such commissioner’s designee; 7. The commissioner of sanitation or such commissioner’s designee; 8. The commissioner of transportation or such commissioner’s designee; and 9. Seven members appointed by the speaker of the council. b. All appointments required by this section shall be made no later than December 1 of the year prior to the first meeting of the commission. c. Each member of the commission shall serve at the pleasure of the officer who appointed the member. In the event of a vacancy on the commission, a successor shall be appointed in the same manner as the original appointment for the remainder of the unexpired term. All members of the commission shall serve without compensation. § 56. Meetings. a. The commission shall convene on a quadrennial basis, with the first meeting convening no later than January 1, 2027, and then every 4 years thereafter, in accordance with the meeting requirements of subdivision c of this section. b. The commission may invite experts and stakeholders to attend its meetings and to provide testimony and information relevant to its duties. c. The commission shall meet no less than once each month until it has submitted its report pursuant to section 57, at which times the appointments to the commission shall expire. § 57. Report. a. No later than 180 days after the commission is fully appointed pursuant to section 55, the commission shall submit a report to the mayor and the speaker of the council setting forth its recommendations as described in section 54. The report shall identify whether each modification or elimination can be accomplished by process changes at one or more agencies, legislation or rulemaking. b. The commission’s report shall be published electronically on the city’s website no later than 10 days after its submission to the mayor and the speaker of the council. § 58. Agency support. Agencies shall provide appropriate staff and resources to support the work of the commission. § 2. Effective date. This local law takes effect immediately. SIL LSR #25058 07/13/2026 3:00 PM
