Summary

This bill would require the Commissioner of Transportation to establish in non-overlapping geographical areas 2 pilot programs for the installation of traffic calming devices: for boom barriers and for diagonal traffic diverters. Each 2-year program would involve installation of at least 1 device in 1 neighborhood tabulation area in each borough. In determining device location, the Commissioner must solicit input from transportation stakeholders and community boards. The bill contains exceptions for access by certain vehicles and Commissioner discretion. Additionally, the bill requires a study for each program, focusing on, in part, the impact of each device on the number of vehicular crashes and noise levels and recommendations regarding device maintenance and additional installation. The Commissioner must report to the Mayor and Speaker of the Council, and post online, the findings and recommendations of the studies, the total number of each device installed, and device locations.
