Summary

This bill would prohibit the sale, offering for sale, or distribution to another person of confetti containing any amount of plastic material, including plastic confetti with a metallic coating. This prohibition would go into effect on December 31, 2026 and would be enforced by the Department of Consumer and Worker Protection (DCWP). First-time violators would not owe a civil penalty, but a second violation would incur a civil penalty of $150, a third violation would incur a civil penalty of $250, and a fourth and any subsequent violation would incur a civil penalty of $350. DCWP would be required to conduct outreach and education to retailers, wholesalers, and other vendors to raise awareness about the restrictions related to the sale and distribution of plastic confetti. In addition, the Police Department would be required to inform recipients of a permit for a parade, procession, or race of the prohibition on the sale and distribution of plastic confetti.
