Res. No. 199 ..Title Resolution calling on the Department of Citywide Administrative Services, in coordination with the Office of Technology and Innovation to develop a new civil service title specifically tailored for graduates of OTI technology fellowship programs ..Body By Council Members Gutiérrez and Louis Whereas, The City of New York relies on a highly skilled technology workforce to modernize services, expand digital access, and ensure that agencies can meet the evolving needs of residents; and Whereas, The Office of Technology and Innovation (OTI) oversees citywide technology strategy, innovation initiatives, and workforce development programs that bring early-career digital professionals into City service; and Whereas, OTI administers and partners on fellowship programs that place engineers, project managers, designers, analysts, and cybersecurity professionals on high-priority projects within the agency, providing valuable hands-on public-sector experience; and Whereas, The Department of Citywide Administrative Services (DCAS) administers the Civil Service Pathways Fellowship (CSPF), a two-year full-time program for graduates of the City University of New York (CUNY) that is designed to create a pipeline from college to civil service careers; and Whereas, CSPF places fellows into high-demand positions across six professional career tracks, including information technology, where fellows may be placed at OTI; and Whereas, While CSPF provides an important pathway for CUNY graduates, many individuals without a college degree, ­such as those trained through technology bootcamps or industry programs, also possess valuable technical experience and skills essential to managing the City’s digital infrastructure; and Whereas, DCAS, which establishes minimum qualifications requirements for each civil service title, maintains degree-centric standards that create barriers for fellows seeking permanent City employment and limit the City’s ability to recruit and retain staff with practical, modern skills; and Whereas, DCAS also develops and administers civil service titles and examinations; and Whereas, Coordination between DCAS and OTI would ensure that a new title reflects the City’s current technical and workforce needs; and Whereas, Creating an additional civil service title specifically aligned with OTI technology fellowships would expand equitable access to public-sector tech careers, strengthen the City’s recruitment pipeline, and support individuals who may not hold a college degree; now, therefore, be it Resolved, That the Council of the City of New York on the Department of Citywide Administrative Services, in coordination with the Office of Technology and Innovation, to develop a new civil service title specifically tailored for graduates of OTI technology fellowship programs.
