Summary

This bill would require the borough presidents, in consultation with the Civic Engagement Commission, and with the assistance of the Department of Citywide Administrative Services, to develop training materials on the New York City Council legislative process and related rules of parliamentary procedure. The borough presidents and Civic Engagement Commission would then annually provide a training based on those materials to community boards, starting on April 1, 2026. The mayor would also be required to designate an agency or agencies to take those materials, distribute them to Precinct Community Councils, Community District Education Councils, and Business Improvement Districts. The mayor’s designated agency or agencies would provide annual trainings, starting on July 1, 2026, on the City Council’s legislative process and related rules of parliamentary procedure to members of Precinct Community Councils and members of Community District Education Councils, and to the boards of directors of district management associations for Business Improvement Districts.
