Summary

This bill would modify procurement procedures for certain service contracts and update public notice requirements for contract actions subject to Local Law 63 of 2011 (LL63) requiring agencies to publish an annual procurement plan to prevent displacement of city employees. Specifically, the bill would increase the threshold for review of contracts outside an agency procurement plan from $200,000 to $1,000,000; require additional evidence that certain service contracts would not displace City workers; mandate public notice at least ten days prior to certain unplanned contract actions; and apply LL63 rules to contract amendments in addition to new contracts and renewals.
