Summary

This bill would create a task force to consider the various factors involved in creating a memorial on Hart Island dedicated to those who died as a direct result of COVID-19 and to make recommendations in furtherance of that objective. The task force would be composed of the Commissioner of Cultural Affairs or such commissioner’s designee, the Commissioner of Parks and Recreation or such commissioner’s designee, and members appointed by the Mayor and by the Speaker of the Council, two of whom must be family members of a person who died as a direct result of COVID-19 and is buried on Hart Island. The task force would be required to report recommendations to the Mayor and the Speaker of the Council. This report would be due 270 days after the effective date of this local law and would be published on the Department of Cultural Affairs’ website.
