Requiring an affirmative vote of at least two-thirds of all council members for the passage of any local law or resolution that raises taxes.

This bill would require a 2/3 vote, rather than a majority, by the Council for any local law that increases taxes, reduces or eliminates tax deductions, or increases fees.
