Summary
The proposed legislation would require applicants for a permit to open a street to certify to the Department of Transportation that all workers are in compliance with applicable safety training and education laws and regulations so as to ensure public safety and health during the performance of work under the permit. The proposed bill also provides for civil and criminal penalties for violations, which would be imposed on a per worker basis.
