Summary

This bill would require the New York City Police Department (“NYPD”) to notify the United States Department of State and the Speaker of the Council of any incident in which a person entitled to diplomatic immunity has been arrested for a crime or would have been arrested for a crime but for his or her diplomatic immunity within five calendar days of such incident. Such notification must include the name of the person entitled to diplomatic immunity; the person’s title, position and/or assignment in the United States; and the date, time, location and nature of the incident, including the penal law provision(s) such individual is alleged to have violated. The bill also requires the NYPD to submit a report to the Mayor, Speaker of the Council and United States Department of State on the total number of such incidents reported during the previous calendar year.
